Richard
Prospective Candidate for West Worcestershire, Malvern Link Ward & Malvern Town Council
I believe in Democracy, Freedom of Speech, justice and common sense.
I'm open-minded, respectful and patriotic, but when actions start adversely affecting other people's lives disproportionately (and not just their feelings) is where I draw the line.
I'm compelled to change politics for good & hope I can count on your support.
Richard has lived in Malvern for 10 years, been connected with it for more than 20 years and now resides in Malvern Link. He has a Master's degree from the University of Oxford in Engineering and is a Chartered Engineer.
A software and electronics engineer and IT consultant by trade he had no desire to become a politician, right up until he was appalled watching the Westminster establishment try their best to overturn the Brexit Referendum and cause division in our great country with disrespect, contempt and incredulousness for our ability.
Since then he has been compelled to turn his talent for fixing things to the United Kingdom and it's shameful political establishment. Having been kicked out of Reform UK in Feb 2024 (full email below) due to refusal to be coerced into giving his personal mobile number away to a pestering stranger, or into trusting a County Organiser not able to hand in election papers, he is now politically homeless. There are no trustworthy parties in the UK any more. He will continue to develop ProperDemocracy in the hope that Direct Democracy can change things for the better.
Richard stood and campaigned hard for the 2023 Malvern Hills District & Town Council elections, covering the whole of Malvern Link ward with 3500 leaflets, half of which he delivered himself, with his willing volunteers and reached a respectable 6.9%.

My Manifesto
It is important in a representative democracy for a politician to represent the views of the majority of the electorate, but here are mine:
- Oppose the South Worcestershire Development Plan
- Scrap the £50k per annum extra being spent on vegetable oil for refuse lorries
- Perform full spending review of MHDC, including staff costs, in a bid to reduce council tax bills during the cost of living crisis when our rates are 50% higher than neighbouring districts
- Convert the grass verge between Queen Elizabeth Rd and Duke of Edinburgh Way into parking to alleviate shortages and congestion
- Investigate the development opportunities of the derelict Nunnery, Ranelagh Road with current owners
- Review MHDC planning dept. performance, resources and delays
- Investigate dredging the Severn, drainage and flood defences
- Oppose any 15-minute city zones
- Oppose any mention of channel migrant housing in hotels like the Fownes Hotel or otherwise
- Object to Costa Coffee and Subway proposal in Powick: M/23/00322/FUL
2023 is set to have a record 85,000 illegal migrants crossing the channel, this needs to stop. Anybody who pays thousands of pounds for a boat journey across the channel, from the safe country of France and destroys their identification documents on the way are not trustworthy individuals escaping persecution.
On top of that, the establishment keeps relying on quick fixes to solve problems: need more NHS or hospitality staff? Allow more migrants! There were around 1 million visas granted in 2021 excluding visits and tourism, yet 5.3M people unemployed on benefits; 1 in 8 people who should be willing workers.
Mass immigration is not a sound economic or societal policy, yet that appears to be the only one available from anyone in Westminster. Having a sound immigration and economic policy is not racism, despite what the marxists tell us.
We need to understand that migration not only has an impact on our country, but also the country people come from. Attracting the most skilled people here removes that capability typically from a less well developed country, where those skills could make a big difference.
The UK is 3.5 times more densely populated than mainland europe; no wonder our medical services are overrun. 70 million people is more than enough for the UK. We need to encourage & train our people to do the jobs we have and create more jobs and exports through industry.
- Amend our Human Rights Act to make the European Court of Human Rights subordinate to our own courts. The US, Canada and UK wrote the ECHR in the first place!
- Make entering by boat without an official asylum application a disqualification for asylum status and their assumed origin to be their departure country.
- Make an agreement with the French that we will stop payments to them, will patrol their coast and will prevent or return anyone leaving by dinghy.
- Empty our migrant hotels and return any migrant without a right to remain to their home country or France.
- Make the maximum possible visa duration 8 years to allow a university degree and work experience, but deny new residencies and citizenships unless there is an existing family connection.
- Reincentivise work by ensuring wages in any job are greater than state benefits by adjusting the maximum benefits allowance to cover water, food, rent, energy and nothing else.
- Reduce the bureaucracy to allow training in all vocations: apprenticeships, college courses, university degrees, business grants and coaches.
- Support our military veterans and homeless to transition back into society as willing workers.
12% of people live alone and growing; 16% of families are lone parent and growing; fewer couples are getting married; more people are living with their parents later. We have an aging population with only 1.5 births per woman.
Yet the children who have most career success come from parents who get married and stay together.
With high levels of immigration and fewer families living together, house demand and therefore prices remain high, with new developments still being unaffordable.
- reduce the pressure on women to have careers especially during child formative years; raising children is the most important job anyone will ever have
- invest in and remove the stigma from our mental health service to help relationships & overcome all types of trauma & dysfunction
- make our schools and society more hospitable for parents to bring children into the world
- give £5000 extra tax free allowance per child to married heterosexual couples
- encourage exporting industry and therefore opportunities for all children of any class
- teach productive things in schools instead of Britain's ancient past in the slave trade, 101 fictitious genders, critical race theory and marxism
Human-made CO2 based climate change is a lie. Margaret Thatcher started the anti-carbon lobby in the 1980's to close Britain's coal mines. Since then the myth has been picked up the UN and funded by energy companies and governments. Out of that grew the IPCC, a political organisation formed to produce reports that support the global net-zero agenda. Their evidence spans less than 200 years on a planet 4.5 billion years old, and their climate models bear no semblance to reality, as Brian Catt presents.
Patrick Moore, co-founder of Greenpeace, explains that he left the organisation because it became the enemy of humanity and civilisation and presents the 4.5 billion year development of life on earth and natural climate change; we are practically in an ice age right now and CO2 has been dangerously low for 4 million years.
The purported scientific concensus often cited is actually 32% of science papers. Prof Weiss presents an analysis of periodic temperature variations and perfectly normal potential solar and terrestrial causes.
The climate events we are seeing are perfectly normal and worse has happened many times in the past without human intervention and with lower CO2 levels than now. For example here are 43 datasets showing the medieval warm period 1000 years ago was hotter than now. Dr Willie Soon presents how the sun controls our climate, not CO2.
Another interesting Channel 4 documentary dating back to 2007.
- Cancel plans for net zero by 2050; this is mainly a scam by the oil industry to make yet more money from carbon-capture and renewables. There is no climate emergency, but we should be responsible, which we already are.
- Introduce an individual energy allowance system. The first 3 kWh per year are charged at a low fixed rate to cover the basics for everybody. Additional energy is charged at the market rate. This incentivises lower energy use and living together which has many other advantages.
- Exploit our shale gas reserves to make the country more self-sufficient. Increased supply means lower cost. Local gas means lower transportation CO2.
- Scrap the 25% electricity subsidy for so-called renewables which are not sustainable, are expensive, have waste and recycling issues, have short lives and make little sense in the UK.
- Make the standing charge a fixed rate used only to pay for maintenance of the network.
- Make a long-term energy plan that includes the whole lifecycle of the energy industry.
- Invest in next-generation nuclear alongside university courses to develop a new British industry, like the molten salt reactors being developed by Moltex Energy a former Warwickshire company.
- Develop a repair and recycle plan for EV batteries.
- Scrap Ofgem Renewable Energy Guarantees of Origin certificates.
- Reintroduce insulation grants.
Sticks and stones may break my bones, but words will never hurt me. It seems we've forgotten that. Now offence is seemingly criminal. We want free speech, not approved speech.
It's time the police stopped doing the macarena at pride events, misusing the Public Order Act, trolling Twitter and started catching actual criminals. Time to ensure the minority of loud marxists intent on disrupting our lives and causing criminal damage pursue civil court cases if they have been offended.
It's also time to stop pursuing identity politics and discriminating against the natives due to the apparent privileged colour of their skin.
Critical race theory and transgender ideology has no place in schools. The word liberal has been redefined to mean prejudiced, irrational, devisive and bigoted. Cancel culture also has to stop.
We look forward to the outcome of the lawsuit against the Tavistock centre for its institutional anti-white racism and forced critical race theory ideology:
Amy Gallagher's lawsuit crowdfund.
Interview with Amy Gallagher where she presents her horrifying ordeal in the NHS and what she intends to do about it.
- Ban groups encouraging extremist or authoritarian political, gender or racial ideologies like communism, marxism, nazism, islamic fundamentalism & critical race theory.
- Teach Jungian personality type theory, criminalise encouragement of gender dysphoria in children, make diversity managers illegal & close Stonewall.
- Ban historical censorship.
- Introduce legal aid for job discrimination in any scenario that competence did not take priority for example in the RAF.
- Ensure the police have no recourse to act over online posts and so-called non-crime hate incidents.
- Strengthen freedom of speech such that discrimination for sharing an opinion on an issue is an offence.
- Ensure protests that cause criminal damage or cause unnecessary disruption are prosecuted no matter the cause.
- Ensure police complaints are truly independent and do not protect the police from prosecution.
- Remove the power to police online posts from foreign service providers in favour of civil court action, like Do not pass the Online Safety Bill and seek a different approach.
Over the last decade or two it has become clear we can't trust any government to do what they say and stick to their mandate. Representative democracy has become outdated in our educated and connected world. It is time to take advice from the ancient Greeks and change our system from the inside.
Imagine reading an online newspaper with local or national issues, but being able to vote on the solutions instead of being frustrated at the self-serving politicians in charge. The aim would be for the platform to be democratically curated.
- Ensure all major national referenda results have a 50-year lifetime to prevent dissent
- Ensure the Prime Minister is always elected.
- Transition MPs to use a transparent online platform for actioning issues.
- Halve MP salaries and reform expenses. I will contribute 50% of the MP salary to local projects and legal aid if elected.
- Reduce the House of Lords to the most competent and dedicated 650 members to match the commons.
- Ensure political information is held to better standards than journalism.
- Improve journalism standards and misinformation by ensuring information sources must be cited; pictures & videos dated & location stated.
- Reverse the changes to the Ministerial code made by Boris Johnson to avoid resignation and improve.
- Make it easier to remove ministers, MPs and councillors by democratic means.
- Strengthen the parliament e-petition site so that people can have their say, like Allow people to vote "for" or "against" parliamentary e-petitions.
- Bring in Proportional Representation to give small parties like Reform UK a chance.
- Scrap Postal Votes and improve voting identity checks based on existing ID.
- In the long-term, transistion all issues dealt with by parliament, local and national government to a decentralised, publicly owned and run online forum like ProperDemocracy.
The UK trade balance has been negative since 1986. This is a startling fact that essentially we have been borrowing consistently for more than 35 years.
The UK needs to be become more self-sufficient and grow its export industries, currently ranked 11th in the world. Almost a quarter of all UK exports are business and financial services which surely will not last.
- Invest in new technologies such as next-generation molten salt nuclear reactors
- Encourage and support exports of existing products, like cider
- Cut taxes to attract investment
- Support new business
You may have have heard of The Great Reset and dismissed it as a conspiracy theory. You're wrong. It is a concept advertised on the World Economic Forum website and written about by its founder Klaus Schwab in his book.
Klaus Schwab is a German megalomaniac globalist the likes of which we haven't seen since Hitler, Stalin or Mao. He is intent on crushing the nation state, installing an unelected international government and enslaving the planet in a borderless dystopian stay-at-home nightmare. The difference is, like most European organisations, it will be death by bureaucracy, summits, treaties and covid rather than the bullet.
You'll own nothing. And you'll be happy is the phrase widely referred to, which comes from the WEF's 2016 vision for 2030.
- Ban our elected representatives from being members of the WEF or attending WEF summits.
- Have a referendum on allowing the WEF to influence our politics.
There remain some significant issues with the Brexit deal. These need to be overcome before we can be considered a truly independent nation able to capitalise on Brexit to its full extent.
The Northern Ireland's annexation from the UK is completely unnecessary and has been designed by the EU as punishment for Brexit. Electronic measures for excise duties, currency and illegal immigration are already in place between Ireland and Northern Ireland without the need for a physical border. The UK's proposals to extend these measures for customs have been rejected by the EU's leadership despite them being supported by a report from the EU's own Policy Department for Citizens Rights and Constitutional Affairs: Smart border 2.0 - Avoiding a hard border on the island of Ireland for customs control and the free movement of persons.
The UK Government consistently and literally gives away the vast majority of the UK's fishing quotas to the EU, the most productive waters in Europe. In some cases our quota is as low as 4%. On top of this, UK fisheries are charged for licenses, whereas EU licenses are free. The EU's fishing industry makes billions of Euros from UK fish, using huge supertrawlers that are not ecologically friendly. Fishing could once again be a huge UK industry, creating exports to Europe.
- Agree electronic border arrangements in Ireland and scrap the Northern Ireland protocol.
- Phase out fishing quotas to Europe completely and invest in the UK's fishing industry with consumer advertising for the dietary virtues of all types of fish.
- Ensure all UK fish production is landed and processed through UK harbours by UK registered companies and quotas are distributed fairly.
NHS performance was fairly average and has fallen drastically since the covid pandemic. Patient outcomes vary widely depending on the authority and region. Most people can recount a horrifying story where their family has been let down.
Having independent trusts maximises the disparity and cost of healthcare; no business would be structured as such.
Whereas there is an argument that a market provides the most competitive hence cost-effective environment for products and services, I do not believe that applies to healthcare, simply because there should be no choice or variance in the service. Everybody should have access to the same health service, and the most cost-effective method of providing a standard service is through a non-profit monopoly which has ultimate buying power.
48% of hospital staff budget is non-clinical; we have more hospital managers than doctors. The NHS is one of the largest employers in the world with 1.2M people.
- Ban NHS doctors from having private patients.
- Restructure the NHS to centralise common services like HR, IT and procurement to reduce costs.
- Standardise all aspects of the service from treatments to beds to ensure a dependable and cost-efficient service.
- Scrap targets and measure on outcomes.
- Plan to repair the demoralised, undervalued and mismanaged NHS staff.
- Phase out PFI using compulsory purchase orders at reasonable rates and put together a long-term maintenance plan
The government has announced their intent to introduce a Central Bank Digital Currency which is a step too far towards an authoritarian social credit system.
Money is just a token with which to trade and with 90% of payments already being done electronically by card, phone or bank transfer, cash is no longer a necessity. However as the electricity supply becomes more unstable and physical banks disappear, complete reliance on digital infrastructure also seems foolish in the medium term.
- Introduce a point of sale system operating on a decentralised cryptocurrency
- Push the adoption of a national cryptocurrency to cut the government out of currency control; Bitcoin and Ethereum being the obvious contenders
- Maintain cash as a backup until 2050

Reform UK Dismissal Response
Important: Nothing contained in this email shall be considered "Confidential Information".
Date: 2nd Feb 2024
Dear Paul Oakden, Richard Tice, Kirsty Walmsley and Noel Matthews,
Here is the the truth about my suspension from the West Worcestershire constituency by Noel Matthews today.
For a start I was suspended without notice or warning and Noel wasn't interested in hearing my side of the story in his phone call at 14:45 on 2nd February. So here it is in writing.
The reasoning for suspension given was for refusing to give admin permissions to Max Windsor-Peplow to the Worcestershire facebook account that I started 18 months ago and have operated alone since then. The other reason given was that I have refused contact with Max and Pete Durnell.
Max has never shown an interest before now in the facebook account, gladly supplied his image for inclusion, and his permission request was so "I can add all candidate details etc" on 24th January. He has since changed the reason to wanting to add imprints which are already there. I refused, giving him the reasoning below and offered to update anything he wishes by email. I suspect this is a false reason aimed at getting control of the account so that he could withdraw my access, because I suspect the decision to suspend my candidacy happened days ago.
I was last in touch with Pete Durnell on 25th January on Whatsapp for an update about the leaflet portal to which Pete responded. I can provide a screengrab if necessary.
So at no point have I refused contact with Max or Pete Durnell. They are more than welcome to email me. Except now of course they cannot, because you have withdrawn the party email account.
Max WP and refusal for administrator rights to the Worcestershire Facebook page.
In the May 2023 Malvern Hills District local elections, Max Windsor-Peplow (aka Max Peplow) had responsibility for 4 sets of election registration papers that he failed to hand in. That is around 4000 voter ballot papers that did not have our logo on. He claims the reason he failed to hand them in was because a HMRC investigation into his father (Andrew Peplow aka Andy Peplow) started 30 minutes before his appointment to hand them in, which he deliberately organised for 1 hour before the official deadline. Thus giving me no time to step in and organise any alternatives, which I would have been able to do. Luckily I had taken responsibility for both mine and Doug Guest's papers (Malvern Link & Upton-upon-Severn), otherwise we would not have had our name on any ballot papers and would not have entered any elections in West Worcestershire. I had spent several weeks organising and delivering leaflets with my supporters. Luckily this was not in vain.
Max maintains the reason for failing to hand the papers in is not to bring the party into disrepute.
I'd like to remind you all: entering elections is the single most important thing that this party must do.
Max maintains continuous contact with various Tory party members, by his own admission, including our MP Harriett Baldwin with whom he walks his dog and a County Councillor Karen Hanks amongst many others. He has encouraged me to meet Karen whilst at my meetings and also suggested I should stand as an independent candidate. Max of course used to be a Tory candidate.
I believe all of these facts to be too coincidental and is an excuse to limit the exposure of Reform UK in Worcestershire. Until I see evidence of a HMRC investigation, Max remains untrustworthy. Even if I see evidence and my suspicions are proved wrong, there are two outcomes as I see it:
- There was a HMRC investigation which if exposed would bring the Reform Party into disrepute by his own admission.
- There was not a HMRC investigation and Max deliberately withheld 4 sets of election papers to limit Reform UK's exposure.
Either way Max remains untrustworthy in his current position. How am I supposed to trust a County Organiser who has close ties with the Tories, who doesn't hand in election papers and who may or may not be under a tax investigation?
I like Max, he has helped me at many meetings and he is welcome to contact me at any time. He has said he doesn't have to justify himself to me, which of course he doesn't. But equally, I don't have to trust him either. Trust has to be earned and cannot be mandated.
Dispute with Pete Durnell, Sandwell over his alleged harassing Whatsapp messages towards me 24th April 2023
Pete Durnell contacted me by whatsapp at 16:03 on 24th April during the time I was delivering leaflets for the local elections last year. He asked me to call a visually impaired man called William T, to whom I had delivered a leaflet a few days earlier. The exact words Pete used were: "he's been slightly swamping our Help Desk with calls". My response: "I'm not going to call him from my mobile which I also use for my business." ... "Okay, so he's requested to be called and not emailed. Best I can do is call round." @ 16:12
I called round to see William the following day.
I had checked to see if William was on Nationbuilder - he was not. So he was a complete unknown caller who had been harassing the Help Desk by Pete's own admission. At the time I did not know the 141 trick to withhold my number and under no circumstances was I going to give out my phone number to a person like that. Even if I block him, if he is malicious, who knows where he could post my number. I will not open myself up to harassment by him or Pete Durnell. I have talked to left-wing fanatics, I have some in my family, some will stop at nothing.
Until 08:08 on 25th April Pete Durnell continued to harass me, sending 11 additional messages, to try to coerce me into phoning William when I had already promised to call around during my leaflet deliveries. I was forced to block Pete on whatsapp when he would not see sense or give up at 14:16 on 25th April. I am happy to provide screengrabs of all the messages should you not believe me, or wish to see the truth which I presume has been lacking from Pete.
Since then there have been a number of discussions involving Pete, Kirsty and I and Pete refuses to see why he was in the wrong and apologise. I am an unpaid volunteer, using my own time and resources to campaign on behalf of this party whilst I maintain a business. There is absolutely no agreement or obligation to do anything that a Regional Manager says. He is there to facilitate, not order and mandate especially when it comes to sharing personal details to strangers.
My campaign progress
I have appointed a campaign manager who I trust and who has a great deal of experience of campaigning and who has offered a £500 donation to my funds. I also have another donation of £200 which will be spent on a street stall kit. I already have close to £400 of funds which I am waiting to spend on leaflets and the marked electoral register to target campaigning.
I have recently investigated using the local theatre for speeches and have a couple of ideas for local guest speakers, in addition to myself. I have conducted many local meetings, the last just before Christmas, and have many supporters willing to help with campaigning, we just need to plan it.
This suspension has called into question many values that the party outwardly advertises, but does not inwardly honour. Namely truth, decency, democracy and a no-whip policy. Clearly there is a top-down mandate that we must all adhere to, so we are not free to have, share or act upon our own objective opinions.
If any of you have the decency to consider my honest side of the story, then I'm willing to salvage any respect I have left for this party. As usual, it's a few bad apples... If you do not respond within 7 days, however, this email will be posted to the Worcestershire facebook account which has about 3000 followers nationwide, and my personal campaign website where it will stay forever so that people can see how honest candidates are treated by the management structure in this party.
Best regards,
Reform UK Spring Rally Doncaster 2024
